PROBLEM TO BE SOLVED: To provide a skin-covering sheet for impregnation with a liquid which has a skin-contact surface composed of fibers with a fineness of≥0.5 dtex, preferably cotton, and has a preferable texture and flat surface. SOLUTION: A laminated web is disposed with upper and lower side fiber layers 1 and 3 composed of fibers with a fineness of≥0.5 dtex on both sides of a cellulosic short fiber layer 2, the laminated web is put on a support body, a columnar water stream with a pressure of≥1 MPa and≤10 MPa is applied on the two surfaces (i.e. front side and back side) of the laminated web at one to five times to entangle the fibers and integrate the cellulosic short fiber layer 2 and the upper and lower side fiber layers 1 and 3, so that the skin-covering sheet for impregnation with the liquid which has a laminated structure is obtained.
