A flushable and dispersible dry chemically bound non-woven cloth is provided to maintain the structural persistence at the moisture state or wet state. Dry particles of boric acid or organic salt or inorganic salt are applied to a fiber non-woven web so that the fiber non-woven web including the particles of the dispersed boric acid or inorganic salt is formed. The aqueous dispersion substance of the re-dispersion binder is applied to the fiber non-woven web so that the moisture fiber non-woven web is formed. The moisture fiber non-woven web is dried and combined with each other so that the re-dispersion dry non-woven web is formed.
