PROBLEM TO BE SOLVED: To suppress power consumption during continuous operation while maintaining controllability of an electromagnetic actuator.

SOLUTION: This electromagnetic actuator is structured so that a permanent magnet 4 and a switching solenoid coil 6 for performing switching between a permanent magnet 4 and a path crossing its magnetic flux and may be disposed inside the electromagnetic actuator and so that the switching solenoid coil 6 may be energized in performing continuous operation, thus making a magnetic flux of the permanent magnet 4 cross a path including an armature 3.
