<P>PROBLEM TO BE SOLVED: To provide a document transmitting system and a method thereof which can transmit an electronic document only to the distribution destinations having access authority only by that security level restricting the range of persons having access authority is set to transmit electronic documents. <P>SOLUTION: At step 300, a table stored in an HDD 32 of a judgement server 14 beforehand is referred to; and at the next step 302, it is determined whether the distribution destinations designated by the user have access authority at set SE level (Security level) or not. When the determination is affirmative in step 302, the determination result becomes OK at step 304; when the determination is negative at step 302, the determination result becomes NG at step 306; and the routine is ended. When the determination result is output, the determination result is transmitted to an image forming unit 12.
