PROBLEM TO BE SOLVED: To provide a decorative paper sheet comprising various layers (a picture pattern layer, a sealing layer or the like) other than a surface protective layer, being made from an aqueous composition and being excellent in adhesive property between respective layers and also having a durable anti-surface soiling property. SOLUTION: The decorative paper sheet comprises a substrate for the decorative paper sheet, a sealing layer made from an aqueous adhesive and formed on the substrate for the decorative paper sheet described above, the picture pattern layer formed separately from the sealing layer described above to the substrate for the decorative paper sheet described above and made from an aqueous ink and the surface protective layer as the utmost upper layer, and the surface protective layer described above is characterized by containing a matrix resin formed by curing an ionized radiation curable monomer and an anti-pollution agent containing a silicone oil included in the matrix resin described above.
