PROBLEM TO BE SOLVED: To provide an image forming apparatus designed such that images are regularly formed by re-using recovered toner, however, re-use of recovered toner is discontinued by a simple configuration in order to form high quality images despite a large amount of paper powder produced by a transfer body to be used, and less toner consumption and low costs are also achieved. SOLUTION: The image forming apparatus includes: a transfer means 3 for transferring a toner image, formed by a developing means 2, to a transfer body (P); a cleaning means 4 for recovering residual toner remaining on the image carrier 1 or transfer means 3 after the transfer by the transfer means 3; a recovered-toner conveying means for conveying recovered toner (T) in the sidewise direction of a developing means 2; a re-use toner conveying path switching means 8 by which a re-use toner conveying path 6, along which the recovered toner (T) conveyed by the recovered-toner conveying means 5 is conveyed as toner (t) to be re-used, is switched to a discard-toner conveying path 7, along which the recovered toner (T) conveyed by the recovered-toner conveying means 5 is conveyed as toner (tt) to be discarded.
