PROBLEM TO BE SOLVED: To provide a development apparatus capable of effectively removing a toner agglomerated to a dumpling form due to electrostatic charge etc., near a layer thickness regulating means within a developing container and forming a high definition image, and an image forming apparatus equipped with the development apparatus. SOLUTION: A duct 12 which covers a longitudinal direction of a layer thickness regulating means 83 and has an aperture 12a formed to face a gap G formed by a developing sleeve 82a and the layer thickness regulating means 83, and a spray means 11 which sprays gas toward the gap G from the aperture 12a via the duct 12 are provided.
