PROBLEM TO BE SOLVED: To provide a method for manufacturing a panel for information display in which a pattern electrode is easily formed and the pattern electrode can be formed on a substrate at low cost. SOLUTION: In the method for manufacturing the panel for information display which displays information such as an image by moving a display medium by applying an electric field to the display medium from pattern electrodes provided to two substrates respectively by sealing the display medium between two substrates in which at least one substrate is transparent, the pattern electrodes 5 are formed on the substrate 1 by printing water-soluble ink at parts on the substrate where no electrode is formed to form a removal pattern 11, forming a conductive film 12 on the substrate and removal pattern, and washing the removal pattern formed of the water-soluble ink away.
