PROBLEM TO BE SOLVED: To provide a highly-durability and high-stability electrophotographic photoreceptor which stably exhibits superior electrophotographic properties, even in repetitive use and is free of deterioration of its surface properties over a prolonged period of time, while maintaining high productivity, and to provide a process cartridge and an electrophotographic apparatus with the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor has at least a photosensitive layer on a conductive support, and a surface layer of the photosensitive layer is formed by curing a curable hole transport compound monomer and a reactive fluorine atom-containing monomer, wherein the reactive fluorine atom containing monomer contains two or more reactive functional groups.
