PROBLEM TO BE SOLVED: To provide an external cladding construction member for a civil engineering structure which can inhibit a cement-hardened material layer from coming off by effectively restraining a foamed resin block from being melt by external heat generated from a fire etc., without impairing lightweight properties and economical efficiency. SOLUTION: In this external-facing construction member 3 which is constituted by forming the cement-hardened material layer 6 on at least one surface of the foamed resin block 5, a plurality of protrusions 8 for intruding into the block 5 are integrally formed at proper intervals on the layer 6.
