PROBLEM TO BE SOLVED: To provide a paper quality-improving agent capable of giving high bulkiness to paper and an excellent drying rate thereto as well. SOLUTION: This paper quality-improving agent contains a reaction product and/or a neutralized salt thereof, wherein the reaction product is obtained by together reacting a specified amine compound (a), an 8-40C carboxylic acid (b) having a melting point of≥60°C, urea (c), and an epihalohydrin (d) in an amount of 0-0.2 mol equivalent based on a total mol number of primary amino groups and secondary amino groups of the amine compound (a) and has an amine value of 0-80 KOHmg/g.
