In a multi-point video conference server, it is possible to rapidly respond to a video switching request from a terminal and reduce the calculation amount. The server (300) decodes only m (1 < m = n) video streams selected by n terminals and stores an unnecessary video stream in a buffer. Upon reception of an instruction to switch to another stream from a terminal, the server (300) uses the data accumulated in the buffer, decodes the nearest I frame by going back to the past, and starts to provide video using the video stream.
