<P>PROBLEM TO BE SOLVED: To provide a small and light-weight power converter for a railway vehicle which effectively utilizes a vehicle travel wind to enhance cooling performance. <P>SOLUTION: A power converter for a railway vehicle has a casing 7 installed under the floor of the railway vehicle and a cooler 1c installed under the casing 7. A semiconductor element 2 is attached on the top surface of the cooler 1c and on the lower surface of the cooler 1c, a plurality of series of radiation fins 6c along a vehicle traveling direction are formed in the direction perpendicular thereto at predetermined intervals.
