PROBLEM TO BE SOLVED: To acquire a rotor and an electric motor for preventing a permanent magnet from being displaced by an external force such as a binding force applied to the permanent magnet when the permanent magnet is positioned and fixed, and improving the productivity and quality. SOLUTION: The rotor has a rotating shaft, an iron core 2 having laminated iron core plates formed with protrusions 21 circumferentially disposed on an outer circumference fixed to the rotating shaft at a regular interval, an iron plate 5 having protrusions and laminated on the rotating shaft, and the permanent magnet 4 fixed between the protrusions on the laminated iron core.
