PROBLEM TO BE SOLVED: To provide a file management apparatus method, and a control program capable of restricting, for each user, a hierarchical structure of files or the like which can be browsed by a user such as a designer and a system administrator, based on access rights. SOLUTION: The file management apparatus includes an input means 21 for acquiring user identification information of a user terminal 20 and a table storage means 14 for associating the user identification information of the user terminal 20 and user attribute information with access rights for files, to be stored. The apparatus also includes an information storage means 15 for storing files used by the user of the user terminal 20 and a control means 12 for reading the access rights for files and the user attribute information corresponding to the user identification information acquired by the input means 11 and 21, from the table storage means 14. The apparatus also includes a display means 16 and 25 for displaying the files stored in the information storage means 15 in a hierarchical structure in accordance with the access rights for files and the user attribute information read by the control means 12.
