PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of performing a large quantity of development with monochrome toner without changing the designs of developing units and a developing unit holder, and capable of delaying time when toner is totally consumed at the time of the development, thereby reducing the number of times of replacing the developing units, and to provide an image forming method. SOLUTION: The four developing units are attached to a developing rotary and all the developing units store black toner. A CPU distinguishes between the first developing unit and second developing unit attached to opposite positions of the developing rotary.
