PROBLEM TO BE SOLVED: To provide a normally engaging type starter 1 greatly improving impact absorbing capacity and shutting off excess impact torque of a certain value or more. SOLUTION: The starter 1 is provided with a torque limiter 12 shutting off transmission of excessive torque and an impact absorbing device 13 relaxing impact torque. The torque limiter 12 cuts impact of a certain value of more by making a rotary disk 21 slip when excess torque exceeding a set torque is applied. The set torque of the torque limiter 12 is set higher than the pass-over torque at a time of engine start. An impact absorbing device 13 includes an cushion member 27 which is an elastic body, and the cushion members 27 are arranged in series in a plurality of stages in a torque transmission route. In the impact absorbing device 13, the maximum torque that can be absorbed by bend of the cushion member 27 is set larger than the maximum cranking torque of the engine and smaller than set torque of the torque limiter 12.
