PROBLEM TO BE SOLVED: To provide an anchor bolt installing tool and an anchor bolt installing method, for easily installing an anchor bolt in a reinforced concrete structure over a ceiling panel. SOLUTION: This anchor bolt installing tool 4 has a guide body 8 installed between the ceiling panel 2 and a concrete structure 1, a guide holder 9 inserting and holding this guide body 8, and a support stand 10 supporting this guide holder 9. The guide body 8 guides a drill bit 6 of a hammer drill 5 to the reinforced concrete structure 1 side, and bores an anchor hole. An anchor is driven in the bored anchor hole by using an anchor driving bar, and an anchor bolt is screwed in this anchor.
