An entry road information providing device and an entry road information utilizing device that can provide and utilize appropriate information on an entry road to a POI. The entry road information providing device (10) on the information provider side creates position reference information that includes information for specifying a road contiguous to an entrance of a POI such as a parking space, information for specifying the position of the entrance at the road, and information representing the direction of entry to the POI from the road, and then the entry road information providing device (10) transmits the created information to the information receiver side. Based on the entry road information, the entry road information utilizing device on the information receiver side specifies a route entering into the POI, causing the entry road to the POI to be displayed on a map screen or searching for an appropriate route for the entry road.
