PROBLEM TO BE SOLVED: To provide an unlocking control device capable of unlocking operation of a door, even when communication by a cellular phone cannot be performed. SOLUTION: A control part 3 is constituted so as to execute control for releasing a lock mechanism 12 when telephone number information from the cellular phone 14 received by a communication part 2 coincides with telephone number information stored in a storage part 4 and a second identification number inputted from an input part 9 or the second identification number from the cellular phone 14 received by the communication part 2 coincides with a second identification number stored in the storage part 4; and is characterized by being constituted so as to execute the control for releasing the lock mechanism 12 when a first identification number inputted from the input part 9 coincides with a first identification number stored in the storage part 4 and the second identification number inputted from the input part 9 coincides with the second identification number stored in the storage part 4.
