A structure of a loess panel is provided to promote health by making the loess panel of loess, chaff and elvan, to improve structural stability of a wall or a floor of a building by assembling the loess panels, and to cut down construction cost by reducing construction period. A loess panel(10) includes a panel(20) combined by plural connecting bars to form a filling space with a first panel member and a second panel member including plural vertical frames and horizontal frames horizontally connecting the vertical frames, a filler(60) charged in the filling space of the panel and made by mixing loess, chaff and elvan to construct a wall, and a finishing material(40) installed outside the panel to prevent loss of the filler. The first and second panel members are formed of C-shape steel, and composed of two main frames opposed to each other and spaced from each other, the horizontal frame horizontally placed between the main frames and fixed to the main frame and auxiliary vertical frames placed vertically between the main frames and fastened to the horizontal frames.
