<P>PROBLEM TO BE SOLVED: To solve a problem requiring enormous cost and time when taking enormous number of documents; the number of people who are involved in the joint survey of electric power, communication, gas, water, sewage and the like; and consumed hours into consideration when an underground facility has been managed conventionally. <P>SOLUTION: A radio chip is attached to each embedded object itself instead of a boundary stake and an indication stake of the underground facility or a ground facility. Then, information such as embedded date, a position information, an owner or the like are written in a memory portion of the radio chip. Only a terminal which has been mounted with an encryption technique and obtained a permission of communication can communicate with the radio chip by loading a CPU in the radio chip, and an access by unspecified many apparatuses can be prevented. A leakage of the position information or the like, and an erasure and a rewriting or the like of the stored informations can be prevented.
