<p><P>PROBLEM TO BE SOLVED: To provide a technology mitigating a processing on a reception side and shortening a period of time until re-transmission is requested when causing error. <P>SOLUTION: Image data are encoded by block units by an encoding part 118, and reference information showing whether the block is referenced when another block is encoded is generated by a reference map generating part 114.
