PROBLEM TO BE SOLVED: To provide a method for manufacturing a conductive roller by which the conductive roller having at least one or more conductive rubber elastic layers on the outer circumference of a conductive shaft and having excellent surface smoothness can be manufactured. SOLUTION: The method for manufacturing a conductive roller aims to obtain a roller having at least one or more conductive rubber elastic layers containing a rubber composition containing an epichlorohydrin-based rubber and calcium carbonate on the outer circumference of a conductive shaft. The rubber composition is prepared by adding calcium carbonate upon kneading a rubber composition for kneading in a sealed kneading device, then kneading the composition for 1 to 10 minutes in a pressure-less state at 5 to 60 rpm rotation of a loader, and then kneading under pressure of 0.2 to 1.0 MPa by a floating weight.
