PROBLEM TO BE SOLVED: To provide a setting apparatus that uses an image for photographing a supervisory area to set an optional area with a height from a floor face within a supervisable area as a detection area of an object of detection processing. SOLUTION: The setting apparatus displays an image for photographing the supervisory area, receives designation points for designating the detection area by distinguishing two-dimensional coordinate information on the floor face on the image from the other, calculates height information at the designation points by using the two-dimensional coordinate information and an imaging parameter at the designation points on the floor face, and the two-dimensional coordinate information of the designation points other than the floor face, uses all of the designation points on the floor face as reference height information, and converts the two-dimensional information on the image into detection area information of three-dimensional information by using the calculated height information for the designation points other than the floor face to obtain detection area information.
