PROBLEM TO BE SOLVED: To enable a legitimate user to freely use a portable terminal device by releasing a usage restriction function at a place where security is ensured and usage restrictions are not necessary. SOLUTION: The user uses the portable terminal device 10 to open a door key (outside key) 42 of a house 40 to communicate with the door key 42 by a radio communicating part and unlocks the door. Then, the user communicates with a master key 30 arranged in the house 40 to establish communication with the master key 30, and a control part of the portable terminal device 10 turns off a radio authentication function to stop the usage restriction function when the radio authenticating part succeeds in radio authentication. This recognizes that there is an area where usage restrictions are unnecessary, and the portable terminal device 10 can freely be used regardless of distance to a radio communication unit such as a copy key 20.
