PROBLEM TO BE SOLVED: To provide a control valve device reducing noise generation at the time of initialization operation and performing quick and sure initialization operation. SOLUTION: A valve seat provided between a flow in passage and a flow out passage formed in a housing, a valve stem having a valve abutting in the valve seat fixed on one end part, a pressing means energizing the valve stem to press the valve against the valve seat, and a motor shaft of a stepper motor pressing the valve shaft against pressing force of the pressing member are included. A control means determines whether an engine is under a start mode or not, and drives the stepper motor with the number of steps less than the maximum number of the steps at the time of start mode and with the number of the steps of the maximum number of the steps or greater at a time other than the start mode.
