PROBLEM TO BE SOLVED: To provide a mesh-formed material made from an olefin-based resin for repairing or reinforcing concrete, excellent in handling property and working property, and having a sufficient preventing effect for the peeling off and falling down of the concrete even under a low temperature environment, and a construction method for repairing or reinforcing a concrete structural material by using the same. SOLUTION: This method for repairing or reinforcing the concrete structural material is provided by constituting the mesh-formed material for repairing or reinforcing the concrete structural material by the polyolefin-based resin, modifying only one side surface as having≥34 mN/m wet index and covering the concrete by using the non-modified surface of the mesh-formed material as the side of the concrete structural material to be repaired or reinforced.
