PROBLEM TO BE SOLVED: To provide a developing roller having an elastic layer excellent in setting property and roller dimension by an easy method without requiring a high-precision die, and a method for manufacturing the developing roller. SOLUTION: The developing roller is constituted by successively laminating at least a conductive elastic layer and a covering layer on a conductive shaft center body. In the developing roller and the method for manufacturing the developing roller, the conductive shaft center body whose roundness is within 30μm and whose value obtained when measuring the deflection of a center part while receiving both end faces in a longitudinal direction is within 30μm is coated with liquid silicone rubber by a dip method, and further speed set when drawing up the conductive shaft center body from the liquid silicone rubber is≤2mm/sec at such a time.
