PROBLEM TO BE SOLVED: To provide a base isolation device and a base isolation structure capable of imparting the high base isolation function to a building, without impairing construction workability and the function of a basic wall panel, in the building of a panel construction method. SOLUTION: This building of the panel construction method is constructed by erecting a wall panel 20 on a foundation structure 10. The base isolation device 50 is arranged between the upper end of the foundation structure 10 and the lower end of the wall panel 20; and has a foundation fixing part 52 fixed to the foundation structure 10, an elastically deforming quake absorbing elastic body 60 fixed to the foundation fixing part 52, and a panel fixing part 54 arranged on the quake absorbing elastic body 60, movably supported in the horizontal direction to the foundation fixing part 52 and fixing the wall panel 20.
