PROBLEM TO BE SOLVED: To provide an embossed decorative sheet which is used as an interior material, a cover material, a decorative material, etc., and uses a volatile liquid as a foaming suppressing agent. SOLUTION: The embossed decorative sheet is composed of at least a substrate layer and a foamed synthetic resin layer laminated on the substrate layer. The volatile liquid is applied or sprayed on the surface or the back of a laminate composed of at least the substrate layer and a foaming agent-containing synthetic resin layer and an uneven pattern is formed on the surface by heating. In this way, the embossed decorative sheet can be obtained absolutely without using the foaming suppressing agent.
