A silicone-in-water emulsion composition is provided to be effective for tropical administration of retinol and show increased stability and high permeation rate of retinoid. The silicone-in-water emulsion composition comprises retinoid such as retinol. In the composition, the silicone phase is about more than 20 wt.% of the emulsion, and the aqueous phase is about more than 50 wt.% of the emulsion. The composition further comprises laurate.
