A device and a method for preprocessing an image for an improved hot code recognition ratio are provided to adaptively process hot code recognition and improve the hot code recognition ratio in a dark environment or a low color temperature condition. An image input part(210) receives an RGB(Red/Green/Blue) type image. A controller(220) converts the inputted RGB type image into a YCbCr(Luminance, Chrominance, Redness) type image and sets up a specific image of the converted image. A pixel value calculator(240) interpolates Y/Cb data of the specific area by assigning preset weight and calculates each pixel value of the specific area by clipping interpolated result values over a specific range. A pixel value storing part(250) accumulates and stores a result of a pixel value operation. If the operation for all pixel values of the specific area is completed, the controller calculates an average brightness of the image by using the accumulated pixel value and recognizes the image of a hot code pattern by performing level magnification of the image based on the average brightness.
