A method and a device for offering a broadcasting service to a computer through a mobile terminal are provided to transmit an MPEG(Moving Picture Experts Group)-TS(Transport Stream) generated for processing broadcasting data in the mobile terminal capable of using a DMB(Digital Multimedia Broadcasting) service to the computer. A system multiplication decoder(220) receives an MPEG-TS signal from the mobile terminal and divides the MPEG-TS signal into an A/V(Audio/Video) data signal. A receiving buffer(230) corrects a decoding time by temporarily storing an MPEG signal. An information source decoder(250) decodes an information source of the divided video signal and outputs decoded video to a monitor. A video signal multiplication decoder(240) decodes the divided video data signal with a hierarchical structure and a variable field. The information source decoder includes a reverse quantizer reversely quantizing the video signal, a reverse converter reversely converting the reversely quantized image, and a motion correction predictor bidirectionally predicting motion correction of the reversely converted image.
