A perpendicular magnetic recording medium for controlling characteristics of a recording layer and a manufacturing method therefor are provided to allow all crystallizations to have a uniform nuclear generation magnetic value although the thickness of a crystallization system between the crystallizations is non-uniform. A recording layer is formed on a lower structure including a substrate. The lower structure includes the substrate, a seed layer, a soft magnetic underlayer, and an intermediate layer. A passivation layer is selectively formed on the recording layer. The recording layer is formed by an alloy of FePt, CoPt, FePd or CoPd, as having a multi-layer structure of Fe/Pt, Co/Pt, Fe/Pd or Co/Pd. The recording layer includes selectively additive materials and matrix materials.
