A method for manufacturing ties of a railroad is provided to lighten the ties, absorb impact, and reduce noise by a shell layer, a buffering unit, and foam resin, to maintain utilization of a recycled material, to improve combining force between a rubber material and a core member by the foam resin, and to enhance appearance and elongate a lifetime by the smooth shell layer. A method for manufacturing ties of a railroad comprises the steps of: manufacturing a core member(1) with high strength synthetic resin in a PE(Polyethylene) system or high strength metallic shape steel; mixing large chips to size of 3~8 mm and small chips to size of 1~2 mm on the outer surface of the core member together with a binder as a buffering unit(3) to a weight ratio of 3:1; forming a foam resin layer(2) between the high strength core member and the buffering unit; and a shell layer(4) mounted on the outer surface of the buffering unit and made of an elastic rubber material to a smooth surface.
