A web services system using a CTEM(Common Type Envelope Machine) and a method thereof are provided to obtain a common type result value without respect to a service type of different service implementing objects by defining a service interface with a common return type. The CTEM(240) includes a common type generating module for generating more than one service result value processed by a web service request of a client as the service result value having a common type according to preset web service description information. The common type generating module includes a data validator(241) for authenticating parameters of a web service request message received from the client, a service distributor(242) distributing the service result value for the authenticated web service request message, an RE(Result Envelope) generator(243) converting the service result value into the service result value having the common type according to the preset web service description information, and an RE deliverer(244) delivering the converted service result value to the client through a web container(210).
