A sliding apparatus having a rotating function and a sliding type portable phone having the same are provided to enable a user to lively enjoy a game or a digital media broadcast via an LCD in a horizontal state. A sliding apparatus having a rotating function comprises a sliding unit and a rotating unit. The sliding unit makes a sliding part slide upper or lower rather than a main part. The rotating unit makes the sliding part, where an LCD is installed, perform a plane rotation centering on the main part. The sliding unit includes a fixed block(110) and a sliding block(130). The sliding block(130) slides upward or downward from the fixed block(110). The rotating unit includes plural fixed magnets(210), plural moving magnets(220), a rotating body(230) and a cover(240). The fixed magnets(210) are arranged on an upper face of the sliding block. The moving magnets(220) are arranged at inner sides of the fixed magnets(210) such that the moving magnets(220), whose polarities are the same as the fixed magnets, face each other. The rotating body(230) can rotate in only a certain range while pushing the moving magnets(220) toward the corresponding fixed magnets(210). The cover(240) supports the rotating body and is combined with the sliding block.
