A seat type bicycle handle device is provided to safely transport articles by integrating a frame selectively combined with a cushion, a car seat, or a basket. The seat type bicycle handle device is composed of a handle stem(3) of which an upper end is integrated with a center lower end of a handle frame support member(4) by welding; a handle frame(7) integrated at the upper side of a handle frame guard rail(6) inserted into the handle frame support member, and fixed by a handle stem fixing screw(5) equipped with a knob; a handle(8) installed at the rear upper end of the handle frame and gripped by the user's hands to change the direction; and a cushion(9) or a car seat. The handle device is installed in different directions according to the riding direction of a tandem rider.
