A video signal processing device and a method thereof are provided to display video signals with high screen quality according to various characteristics of a display device. A video signal processing device includes a signal processing part(3) for setting an input video signal(S1) to a predetermined line to output the same according to an output video signal. In a display part(2), respective areas divided from a display area is driven by the output video signal. A line number of the predetermined line is set according to the display part, wherein a clock frequency of the output video signal is lower than a clock frequency which is able to be processed by the display part. A discrimination circuit(8) detects a frame frequency of the input video signal by counting synchronization signals set in the input video signal. The signal processing part converts its operation according to the setting of the display and the discrimination result of the discrimination circuit, thereby outputting a video signal(S2) to the display.
