A refresh address counter is provided to reduce current consumption during a redundancy refresh operation by automatically arranging a refresh address counter during a word line refresh operation. A refresh address counter includes plural address counters(203~207,209~214,216,218), a reset generator(221), and a re-arranging unit. The address counters are arranged to address to a word line, which is to be normally refreshed. The reset generator generates a redundancy refresh enable signal, when the normal refresh process is finished. The re-arranging unit re-arranges plural address counters according to the redundancy refresh enable signal, so that the word lines to be redundancy-refreshed are addressed. The address counter is a flip-flop, which doubles the period of an input pulse signal. The address counters address the word line to be normally addressed, when the refresh enable signal is inputted to a first address counter.
