A low oxygen vortex burner is provided to prevent environment from being contaminated by exhaust gas, by completely burning exhaust gas. A low oxygen vortex burner comprises an outer frame(100), an outer case(200), a nozzle(500), an orifice(800), a choke(700), and a refractory material(600). The outer frame has an inflow space(110) and a combustion chamber(120) divided by a separation plate(130). The outer case has a plurality of vortex pipes(400) arranged in a tangential direction in a manner that exhaust gas introduced through the inflow space of the outer frame causes a vortex flow. The nozzle is arranged along a central axis direction of the outer case, and injects fuel for combustion. The orifice is arranged at an end of the nozzle such that exhaust gas in the outer case and fuel pass at a high speed and combustion is performed. The choke is arranged at an opposite side from the orifice such that the flame generated during combustion is re-circulated into the combustion chamber. The refractory material is arranged to cover the combustion chamber, excluding the choke and the orifice.
