An image encoding apparatus and method, an image decoding apparatus and method, and a display driving circuit and method employing the apparatuses and methods are provided to generate bit streams using variable length encoding and fixed length encoding in order to reduce entropy complexity. An image encoding apparatus includes a transformer(220) for transforming video data to generate a transform block, a quantizer(230) for quantizing the transform block provided by the transformer, a clipping unit(240) for clipping parts of coefficients of the transform block provided by the quantizer, and an entropy encoder(250) for performing variable length encoding or fixed length encoding for the transform block provided by the clipping unit.
