PROBLEM TO BE SOLVED: To cancel pulsation energy generated during intake by quantitatively supplying an intake flow quantity according to the load and rotation speed of an engine, to reduce resistance and exhaust pressure caused by the interference of exhaust gas during exhaust, and to optimize the fuel mixing ratio of an internal combustion engine in relation to an intake and an exhaust device of the internal combustion engine. SOLUTION: The intake and the exhaust device for the internal combustion engine is mounted to a multiple cylinder engine of an internal combustion engine and makes air for combustion sucked in a cylinder 14 by the opening of an intake valve 12 to operate the engine. An output of the engine can be improved by using the intake device by supplying a sufficient intake air flow of a quantity proportional to an engine speed and a load into a plurality of cylinders by making intake air flow with a regular flow proportionally to the wide range of the engine speed and the load, and by making back-pressure generated by exhaust resistance lower than pressure in the cylinder even if an ordinary muffler is applied.
