PROBLEM TO BE SOLVED: To provide a purification apparatus enabling phosphorus and nitrogen present in phosphorus and nitrogen containing drainage the treatment of which currently has a problem to be removed to a low concentration which cannot be achieved by a traditional treatment method, withstanding long term use, and practical; and its purification method.

SOLUTION: In the apparatus for purifying the drainage containing phosphorus and nitrogen by bringing the drainage containing phosphorus and nitrogen into contact into volcanic ash soil 1 to purify it, the drainage containing phosphorus and nitrogen flows into a storage tank 11 storing drainage to be treated, phosphorus in the drainage is removed by filling a soil contact treatment tank 12 arranged on the downstream side of the storage tank 11 with soil formed by granulating the volcanic ash soil 1, and nitrogen is removed by filling a humus tree treatment tank arranged on the downstream side of the soil contact treatment tank with a humus tree as a resource material of bacteria. A porous absorbent fills a porous treatment tank arranged on the downstream side to remove a hardly decomposable organic substance such as a chromaticity component.
