PROBLEM TO BE SOLVED: To provide an air traffic control system making a portable information terminal display a screen similar to a control console, and capable of generating and issuing a control instruction from the portable information terminal, and to provide the portable information terminal used in the air traffic control system. SOLUTION: The control console 1 transmits information necessary to display various kinds of screens of the same contents as contents displayed on a control console display device 3 on the portable information terminal 10 side, from a wireless communication device 2C in response to request from the portable information terminal 10. When receiving control instruction transmission request including control instruction data to an airplane from the portable information terminal 10, the control console 1 transmits the control instruction data included in the request to the corresponding airplane. When the control instruction data is inputted on an input screen for inputting the control instruction to the airplane displayed on an information display part 10B, the portable information terminal 10 transmits the control instruction transmission request including the control instruction data to the control console 1 by a wireless communication device 10E to allow the control console 1 to transmit the control instruction to the corresponding airplane.
