PROBLEM TO BE SOLVED: To provide a composition usable for a hair decoloring agent or an oxidative hair-dyeing agent that gives no irritating odor of an alkali agent on operation, has an appropriate viscosity to assure excellent spreadability, prevents damages of hair by operation and exhibits excellent feeling. SOLUTION: The composition for hair decoloring agents or oxidative hair-dyeing agents comprises a polyoxyethylene hardened castor oil, a cationic surfactant, ammonium carbonate, and cysteine and/or a salt thereof.
