PROBLEM TO BE SOLVED: To improve reliability in a loading operation and an unloading operation. SOLUTION: When ending of loading by a shipping apparatus 41 is detected by a controlling circuit 67 of an unloading controlling apparatus 60, the kinds and the quantities of oils to be loaded in respective hatches 52-1 to 52-7 stored in an area 73 storing loading schedules, and the kinds and the quantities of the oils actually loaded stored in an area 74 storing an actual loading results, are collated between the same hatches 52-1 and 52-7 each other.
