A color cosmetic composition is provided to be able to give soft and moist touch by providing elasticity to a pressed type color cosmetic composition. In the powdery color cosmetic composition containing powder, the composition includes 0.01-10 wt.% of a silicone complex powder regarding the total composition and the silicone complex powder is characterized in that it is a mixture of silicone rubber powder and silicone resin powder in a weight ratio of 7:3-9.9:0.1 and the surface of the silicone rubber powder is coated with silicone resin. The silicone complex powder is at least one selected from the group consisting of vinyl dimethicone/methicone silsesquioxane cross-polymer and diphenyl dimethicone/vinyl diphenyl dimethicone/silsesquioxane crosspolymer.
