PROBLEM TO BE SOLVED: To provide a curing agent for aqueous epoxy resin to form a coating composition or coating material having relatively long pot life in the case of using in the reaction with an epoxy resin. SOLUTION: The curing agent for an aqueous epoxy resin is produced by reacting a mixture of an epoxidized polyalkylene oxide, an epoxidized aromatic hydroxy compound and an aromatic hydroxy compound to form the first intermediate product, reacting the first intermediate product with a polyamine to obtain the second intermediate product and finally reacting the second intermediate product with a compound (F), wherein the compound (F) is selected from carbonyl-containing compounds corresponding to formula (I) (R<SP>1</SP>and R<SP>2</SP>are each independently hydrogen atom, a saturated straight or branched chain alkyl, C<SB>6</SB>H<SB>5</SB>, OH or OR<SP>3</SP>group; and R<SP>3</SP>is a saturated or unsaturated straight or branched chain alkyl) and at least 1% and at most 99% of the primary amino group in the second intermediate product may not participate in the reaction.
